The sources explained that “when the NSA saw that over N1.8billion of paid but unexecuted contracts were traced to him through his aide attached to Prof. Dokubo at the Amnesty office Mr. Hassan, the NSA became nervous. Any reinstatement of Prof. Dokubo will only cause instability across the Niger Delta region. Prof. Dokubo is an internationally known criminal. He is seen as the international face of fraud and corruption within the Nigeria Presidency. How can the NSA forget what happened in front of the White House in Washington DC where President Buhari’s pictures were displayed like a criminal and Nigeria was embarrassed internationally because of Prof. Dokubo the sources questioned? In fact, the American government and other security agencies located inside their various countries Embassies here in Nigeria all have security reports on Prof. Dokubo’s fraud, corruption, and international money laundry issues. This will make them to laugh at our agencies and to completely lose faith in President Buhari’s war against corruption, especially the Americans” the sources said.

The security sources indicated that their agencies have numerous financial transactions, statements, and documents, including witnesses to indict, prosecute and convict Prof. Dokubo for fraud, corruption and money laundry. They explained that the NSA intentionally refused to include their agencies in the investigations in order to absolve himself of fraud and corruption. The sources stated that security agencies around the world were bewildered when watching the looting of the training facility in Bayelsa state under Prof. Dokubo and wondered how Nigeria could in good conscience continue to ask countries to borrow billions of dollars knowing fully well that the funds will be stolen.​

Prof. Dokubo has consistently insisted on not going down alone should the NSA Gen. Monguno use his compromised Amnesty Committee to indict him. It is worth remembering that the previous Amnesty Boss Gen. Paul Tarela Boroh also accused the Gen. Monguno of doing same to him.

An aide to the Late Chief of Staff to President Muhammadu Buhari, Alhaji Abba Kyari, informed thenationsonline.com that his late boss severally warned the NSA Gen. Monguno to be contempt with his office as NSA, and for the NSA to keep his hands off the Amnesty funds. The issue of Amnesty funds caused serious issues between them prior to the Chief of Staff demise the aide said.

However, ex-agitators across the Niger Delta region are not taking these developments lightly as they have vowed to resume hostility against all oil and gas facilities across the region, should the NSA Gen. Monguno (rtd.) reinstate Prof. Dokubo in order to absolve himself from fraud and corruption. The ex-agitators insisted on taking their complaints and petitions of fraud, corruption, and money laundry against the NSA Gen. Monguno to President Muhammadu Buhari, and if need be, the President of the World Bank, IMF, the Secretary General of the United Nations, President Donald Trump of the United States and other nations to ensure that Nigeria does not continue to borrow funds for alleged criminals.

The ex-agitators represented by Comrade Timipre Dickson, accused the NSA of trying to sabotage the Amnesty Programme since he resumed office as the NSA. They accused the NSA of recently paying the N65,000 monthly stipends to few ex-agitators, while withholding payments of some leaders for supporting the People’s Democratic Party (PDP) during the 2019 Presidential election. The ex-agitators explained that the Amnesty Programme is a security programme and must not be politicized by any government. They accused the NSA of using few ex-agitators to submit petitions against some leaders to enable the NSA to withhold their payments for political reasons. They insisted that the peace and stability been experienced in the Niger Delta region is as a result of the commitment of the leaders to maintain peace and stability across the region as agreed with the federal government.
